Ah! Very sorry to have wasted your time. I was focused on my Nvidia graphics card settings.
Today I looked at my display device settings in Windows Settings and saw my resolution was 3840x2160 but my scaling was 300%. That was the problem.

Happens when I try to close the window by clicking the upper right "X"

A couple of minor bugs to mention.
When I was working in CCC I attempted to exit the screen by clicking the window's upper right X. A warning box appeared that read " Are you sure you want to close CCC?"
The problem is the the warning box frame is not sized large enough to make visible ...

Just before your responses, I decided to experiment and I chose to click "Schedule CCC to Launch When You Log In" and I checked the box "Start CCC Minimized to the System Tray". Then saved it, exited and rebooted ...
