Any chance you are using CMC's display refresh rate feature? Perhaps CMC is changing the refresh rate, and that's freaking out the TV.

When you open MMCM on both the old and new PC's, do you notice a speed difference as you browse your collection? That's very odd, and I've never had anyone else report this issue. What version of CMC and what version of PowerDVD? Does it happen with DVDs, Blu-rays, and/or 4K UHD discs? Any chance your Win10 PC was upgraded from Win7? While the remote that came with the receiver is an RC6 remote, I'm not sure that the receiver is RC6.
