Ah! Very sorry to have wasted your time. I was focused on my Nvidia graphics card settings.
Today I looked at my display device settings in Windows Settings and saw my resolution was 3840x2160 but my scaling was 300%. That was the problem.

Ahhh, thanks for letting me know. It definitely looked like a scaling issue, so I was at a loss how this was occurring with 100% scaling.
