On the foxy general forum there is a discussion on powerdvd 22. The newest patch offered in January 2024 removes support for 4k uhd disks. The last patch for powerdvd 22 that includes UHD support was offered in September 2023. That patch is no longer on the cyberlink website.
Powerdvd 23 came out in January 24 and it does not support 4k uhd disks. They have misleading statements that may lead powerdvd 23 users think it supports 4k UHD disks but if you look into the specs more closely you can see that 4k uhd is not supported.

Thanks for the heads up, Jamie. This is very big news.
Sometimes things still work even though support was removed. Obviously Cyberlink is saying that they no longer support official, protected UHD discs.
But if foxy has removed protections, does PowerDVD still play the now unprotected disc? After all, they likely still have all the codecs embedded, and this could be more of a protected disc behavioral change instead of a capability removal.

A couple of people who installed the January patch reported that they were unable to playback ripped discs to folders that are unencrypted even with foxy running in the background.

I went to the cyberlink site and looked up the powerdvd 22 patch for January 2024, myself. They say right up front that it no longer supports uhd playback. here's a screenshot. i bought powerdvd 22 around christmas at a good price. I also downloaded the september patch so I made it under the wire.
